In this paper, we consider the relationship between monetary policy and fiscal policy as solutions of non-cooperative games and cooperative games of the central bank and the government. We analyzed the results of how monetary and fiscal policies were implemented in Japan’s economic policy since 1990, and found that they could be interpreted as non-cooperative games before the zero interest rate policy and cooperative games after zero interest rate policy.},
