 note = {A severe earthquake occurred in Kumamoto district, Japan in 2016. The first earthquake on 14 April registered a magnitude of 6.5 and the main earthquake on 16 April registered a magnitude of 7.3. Kumamoto has registered 265 earthquakes with a magnitude more than 3.5. This paper describes whether the improved disaster countermeasures in Japan were helpful to the victims of the Kumamoto Earthquake. It is found that it is necessary to promote further countermeasures about smoothly developing a refuge and reducing building damage.},
